Provide a clear and realistic description of circumstances and relationships that can lead to a conflict-of-interest situation. Ensure that the conflict-of-interest policy is supported by organisational strategies to help identify the various conflict-of-interest situations
Support transparency and scrutiny
Ensure that public officials know what is required of them in relation to declaring conflict-of-interest situations and set clear rules on what is expected of public officials in dealing with conflict-of-interest situations. Identify preventive measures that deal with emergent conflict situations and ensure wide publication and understanding of the conflict-of-interest policy.
5. Develop an open organisational culture where dealing with conflict-of-interest matters can be discussed
Ensure enforcement and compliance
Provide procedures for establishing a conflict-of-interest offence, and consequences for non-compliance including disciplinary sanctions. Develop monitoring mechanisms to detect breaches of policy and consider any benefit that resulted from the conflict. Co-ordinate prevention and enforcement measures, and integrate them into a coherent institutional framework. Review “at-risk” areas for potential conflict-of-interest situations and support the business and other stakeholders.
